Contractor Inspection Record Methodology

CityOfCalgary.com publishes contractor inspection records derived from the City of Calgary’s Open Data portal. This page documents exactly what those inspection records measure, how the numbers are calculated, and how contractors can flag corrections.

In short: Contractor inspection records show one number — an inspection pass rate — calculated from the City of Calgary’s Open Data building, electrical, and plumbing inspection records. An inspection counts as passing if the City classified it Acceptable, Acceptable with Conditions, or Acceptable — Close Permit. If you have questions please contact us.

How the pass rate is calculated

Inspection pass rate is calculated as:

pass_rate = (inspections with a passing outcome) ÷ (total inspections in the sample)

Outcomes counted as passing

  • Acceptable — inspector found no items requiring correction; the work as-built met code at the time of inspection.
  • Acceptable with Conditions — inspector found the work code-compliant overall but flagged specific items for the contractor to address; the permit is allowed to proceed.
  • Acceptable — Close Permit — final inspection passed and the permit was closed out with no outstanding items.

Outcomes counted as not passing

  • Not Acceptable — inspection failed; contractor typically re-inspects after remediation.

Outcomes excluded from the calculation

Certain administrative outcomes are excluded because they don’t reflect a quality outcome:

  • Not Required — inspection was waived.
  • Cancelled — inspection was cancelled before it took place.
  • Office Procedure — administrative record, not a physical inspection.
  • VOC (Voluntary Compliance) — Electrical dataset administrative code.
  • Stop Work — enforcement action, not a pass/fail outcome.

Where the data comes from

All permit and inspection data on contractor inspection records is sourced from the City of Calgary Open Data portal. Specifically, we combine records from these datasets:

  • Building permit records
  • Building inspection outcomes
  • Electrical inspection outcomes
  • Plumbing inspection outcomes

Refresh cadence: data is refreshed weekly by an automated process. Values shown on any given day reflect the most recent City open-data snapshot.
